According to the press conference, since mid-July this year, Henan has experienced extremely heavy rain. At present, the disaster situation in most areas has been effectively alleviated, and the focus of work is shifting from flood control and disaster relief to post-disaster reconstruction.

According to the press conference, from July 22nd to August 2nd, the finance of Henan Province issued 11 batches of funds totaling 4.725 billion yuan, which provided strong support for flood control and disaster relief. The financial funds also provide subsidies of 164 million yuan for small businesses in urban and rural areas, which are mainly used to give rent subsidies to commercial enterprises and individual industrial and commercial households that have business difficulties or stopped production and business due to disasters for a certain period of time.

Li Yingwei, Deputy Director of Henan Development and Reform Commission:In terms of efforts to reduce the burden on enterprises, small and medium-sized enterprises and individual industrial and commercial households that lease state-owned assets for business premises and are unable to operate normally due to the disaster will be exempted from one-month rent, and two-month rent will be levied at half, and the corresponding deferred payment policies will be clarified in the fields of taxation and social security.

As of August 3, 14.7 million mu of crops in Henan Province had been affected, and 5.7 million mu had been rejected. There were 18,527 affected farms and 11.14 million dead livestock and poultry. The fishery was affected by 330,000 mu, and the degree of agricultural disaster was the heaviest in many years.

For more than 2.6 million mu of land where accumulated water has been drained, the hidden water in the field should be removed as soon as possible to maximize the time for replanting. For flood storage and detention areas and more than 2.2 million mu of land with accumulated water, the accumulated water in the fields should be removed as soon as possible after the accumulated water recedes, and the fields should be dried to dissipate moisture, so as to create conditions for replanting.
